He completed his primary, secondary, and high school education in his hometown, Izmir. He completed his undergraduate education in I.D. He studied at Bilkent University Industrial Engineering Department (with a scholarship). After completing his MSc. degree in Industrial Engineering, he completed his doctorate and associate professorship programs in the field of “Energy Systems Engineering”.
Mr. Bektaş spent the first ten years of his professional business life in the private sector. During his public service, which started in 2006, he worked as a GHG energy sector expert at the Turkish Statistical Institute, as Head of the Environment and Climate Department at the Ministry of Energy and Natural Resources (2018-2021), and finally, he served as Deputy Director at the Climate Change Directorate for more than 2 years. Then He moved to the private sector and serves as the public relations director at Çimentaş, which operates within Cementir Holding. His work is mainly related to the green transition in the cement sector, the Carbon Border Adjustment Mechanism (CBAM), and Turkey’s Emission Trading System (ETS).
His expertise in energy and environmental issues is evident through his numerous publications on fuel combustion, renewable energy, climate change, climate policy analysis, energy efficiency, and strategic project planning
He was a part-time guest lecturer at the Turkish Aeronautical Association and Gazi Universities. Also, he has served as a Senior Expert (ERT) in Energy Sectors with the United Nations Climate Change Secretariat (UNFCCC) since 2015.
