Dr Eoin Devane leads the Climate Change Committee’s central Carbon Budgets Team, which coordinates analysis across sectors to produce cross-economy decarbonisation pathways and assessments of policy progress. He was previously the CCC’s senior analyst for surface transport and led a cross-cutting workstream looking at effective governance of Net Zero, including the question of how central and local governments should work together. He is an operational researcher with a background in central government.
