Kutalmış is a legal and policy expert focused on the regulatory foundations of clean energy markets and cross-border energy trade. As Secretary for Türkiye at the Zero Emissions Traders Alliance (ZETA), he contributes to efforts to build transparent, rules-based markets for low-emission energy products. His work centers on legal frameworks supporting clean energy trading, including regional electricity and gas market integration and the standardization of contracts for decarbonized energy. In Türkiye, he works on the implications of the Carbon Border Adjustment Mechanism (CBAM) and through his role at ZETA, promotes sustainable market-based solutions to mitigate its impact on regional energy markets. With a background in EU energy and climate law, competition policy, and cross-border infrastructure governance, Kutalmış engages with stakeholders across Europe, Türkiye, and the MENA region.
